Who is he: In the comics Darryl Frye is Captain of the Central City Police Department and one of his many subordinates is police forensic scientist Barry Allen.
Why its possible: With the Flash playing a significant role in the current Justice League universe, it is entirely possible that DC would want to show Barry on the job, including a fully established Central City police station.
