The outlet reports that Tom Felton is not currently set to make an appearance during the fourth season, though his return remains possible provided the story calls for his presence and the actor is available.
Tom Felton’s Julian Albert was introduced in the third season as Barry Allen’s CSI lab parnter, a result of Barry’s interference with the timeline and the subsequent creation of Flashpoint. While Julian initially disliked Barry, he eventually joined Team Flash after being freed from the controlling power of the season’s primary antagonist named Savitar. With the series now taking place six months after Barry entered the Speed Force, it appears Julian has left the team in the months between.
