SPOILERS FOR YOUNG JUSTICE: OUTSIDERS AHEAD.
You might recall in Captain America: Civil War, the United States government tagged the Avengers with highly-specific restrictions regarding when and how to act when called upon in times of crisis. The Justice League is now facing something similar in Young Justice: Outsiders. The first episode opens with a private gathering of the league inside the Watchtower. They are discussing newly issued restrictions put upon them by the United Nations that prevent them from aiding civilians in need across the globe. It is mentioned that these restrictions were spearheaded by none other than UN Representative Lex Luthor.
Green Arrow laments that the league could not aid in a humanitarian mission after a tsunami in a foreign country. Batman proposes that the Justice League is not needed anymore, but much of the team vehemently disagrees. The Dark Knight ultimately resigns, followed by Green Arrow himself, Batwoman, Katana and two other leaguers. Later we find out that the whole thing was a coup conspired by Batman and company against Kaldu, the current Aquaman and co-head of the Justice League.
